COOPERATION PROPOSAL

Jonava

 

    Local Action Group of Jonava District Municipality (LAG of Jonava) was established in 2005.  LAG of Jonava is located in the same territory as Administration of Jonava District Municipality (except Jonava town).  17, 4 thousand people live in rural areas of Jonava District and it is 33, 5 percent of all Jonava District inhabitants. Territory of LAG is divided into eight administrative units – elderships: Dumsiai, Užusaliai, Kulva, Žeimiai, Bukonys, Šilai, Upninkai, Rukla. LAG of Jonava is currently putting into practice under the LEADER method the Integrated Strategy of local development in Jonava “Improving quality of life in rural areas of Jonava District”.

According to international cooperation projects funded by the Lithuanian Rural Development Program 2007-2013 measure "Territorial and International Cooperation", LAG of Jonava offers:

1. To introduce Lithuanian and Polish regions internationally. To advertise products and services of business enterprises and make connections between producers, service providers and consumers. To introduce ethnic, historical, cultural heritage and landscape objects, which are adapted to tourism. Popularize traditional cultural festivals. Project must be public and non profitable.

2. To create common activity. Common activity may include various areas:  “Support for business creation and development” – fostering traditional craft activities, including development of one or more traditional handicraft; “Promotion of rural tourism” – promotion of rural tourism including development of traditional handicraft in farmsteads, establishing and developing of campsites in rural areas. Eligible expenses:

2.1. Common costs of an action;

2.2. Rent costs for facilities and (or) place, where common activities will be organized;

2.3. Procurement of goods and services directly related to project implementation;

2.4. Rent costs for equipment, machinery and mechanisms;

2.5. Costs for information material related to common activities, training and publishing;

2.6. Costs for food and accommodation (depending on the nature of a project and only for implementation of particular project activities (for example fairs, conferences, etc));

2.7. Common costs – payment for consultants and experts, who advise on organization of preparing and implementing a project, when such services are not continuous or periodic activity related to the applicant’s usual activities and costs. Also costs for patents and license acquisition and intellectual activity. Common costs can be up to 10 percent of the total eligible funded costs of the local project. Not more than 5 percent of all eligible local project costs may be allocated to prepare a description of activities and consultations on local project implementation.

3. To establish common organizational structure. The new common structure may be any institution which has a recognized status in EU. There is one of preconditions in establishing such structure – partners must be juridical personalities. Headquarter place of organization activities is discussion object for both project participants. Eligible expenses:

3.1. Common costs for operation of organizational structure:

3.1.1. Costs for establishing and registering common organizational structure (juridical personality);

3.1.2. Costs for rents and utilities;

3.1.3. Costs for renting office equipment;

3.1.4. Costs for communications and post services;

3.1.5. Costs for renting equipment, machinery and mechanism;

3.1.6. Costs for procuring products and services directly related to project implementation;

3.1.7. Construction costs (except for simple temporary structure), reconstruction and major repair costs;

3.1.8. Costs for purchase of M and N categories N1 and N2 classes motor road vehicles, as provided for motor vehicles and their trailers of categories and classes according to design requirements;

3.1.9. Costs for purchase of water vehicle (except inland waterway transport such as fishing vessels, ships racing, personal watercraft, water bikes, floating equipment), according to their classification;

3.1.10. Common costs – payment for engineers, architects, consultants and experts who advise on technical, technological, economical and organizational questions of project implementation, when such services are not continuous or periodic activity related to the applicant’s usual activities and costs. Also costs for preparation of construction project (including expertise, utilities, communications route engineering, geodesy, topography research documents for construction site), costs for preparing investment project and consulting on project implementation; costs for technical analysis of the project, acquiring patents and licenses, building permit and intellectual activities. Common costs can be up to 10 percent of the total eligible funded costs of the local project. Not more than 5 percent of all eligible local project costs may be allocated to prepare a description of activities and consultations on local project implementation.

4. Operating in Lithuania LAG of Jonava can participate as project coordinator or partner
